“Addiction and Disability– New Hampshire’s opioid crisis knows no boundaries. Children with educational disabilities are just as likely to be the direct and indirect victims of addiction. This session will examine the law on the intersection between drug abuse and the needs of children with disabilities. In this seminar we will discuss how the law informs our ability to evaluate, identify, program for, and place children who have been directly and indirectly impacted by opioid abuse.

“When is the Parent not Apparent?– By popular demand, we will reprise an updated presentation on the age-old question; What do I do when the parent is not apparent? And yes, the pun is intended. In this seminar we will examine the state and federal definitions of a “parent,” and we will discuss such challenging issues as the rights and role of the non-custodial parent.

10:30 a.m. – 11:45 a.m.                        Gerald M. Zelin, Drummond Woodsum

                                                                Erin Feltes, Drummond Woodsum

Addressing School Avoidance” – Schools are seeing an increasing number of students who are refusing to attend school due to mental health issues and this is one of the most difficult educational programming issues that schools face. Erin and Jerry will discuss best practices for addressing the issue of school avoidance. Jerry and Erin will also review the eligibility criteria for IDEA identification under the category of Serious Emotional Disturbance – one category frequently used to identify students with severe school avoidance.

Navigating Out-of-District Placements” – School districts rely on out-of-district placements to meet the needs of some of their students with disabilities. This session discusses how to navigate these placements, including tips on contracts with private schools, student graduation and diploma issues, and the new student records rules. This session will also address the steps a school district should take when parents make, or are about to make, a unilateral placement.
